Customer Mass Promise not allocating weekly promises

Hi, I have an issue where when I try to create a Mass Promise weekly payment plan for a specific customer the system only create  one promise for the entire debt and not multiple weekly payment promises. It's only for this one specific customer if I create the same type of Mass promise for other customers it works fine.

Can anyone help me out to try figure this out? I''ve attached a word doc with some screenshots which may help clarify the issue.
