Accounts Payable Center Security

We can make the Accounts Payable Center page 'Public' or add to Permission Lists via Root > Structure and Contents > Accounts Payable > Security.  In production, we do not have security access to the Folder Security link that leads to the "Root > Structure and Contents > Accounts Payable > Security" menu.  Can we add access to this page via PeopleTools > Security menu? If so, what are the Menu and Component names for the Accounts Payable Center page?
