OAM Webgate CAC authentication prompt twice

I installed/configured integration of OAM 11.1.2.2, OIM 11.1.1.7 WLS 10.3.6 through webgate/web tier.

The test page https:/host:port/secure.html was prompted  twice for certificate selection. The second time shows "There is problem with this website's security certificate.", but once clicked continue, it still prompt cert selection box, and display the secure.html page correctly after select cert.

Has any one have the same issue? and how to fix it?
