Journal Approval within a group with the same permissions

A journal is auto approved when a user has both input/validate and post permission. Is it possible to setup a rule that in one team with people that have all the journal permissions to have a journal entered and validated by one person and approved for post by another user?

Does anyone have a solution for me?
