Strategie needs work at Bill-to level or delinquency level

Hi,

we defined default operating unit with Strategies at "Account" level. As per this all strategies has to work at account level. As per business requirement, 2 scoring engine related strategies out of 20 has to work at "Bill-to" or "Delinquency" level. Please let me know the override setup for this requirement.
