What Triggers the display of OK button on the PT_WF_NOTIFY Component\Page ?

In the FMS 9.1\PT8.53.06 environment I am no longer seeing the OK button when attempting to Send a Notification...  Which is done by clicking the OK button...  The Cancel button does show...

I believe this happens in the Component PeopleCode for PT_WF_NOTIFY.GBL.PostBuild but not sure...
