collector assginment to customer account and Bill-to level through TM

Hi All,

Is it possible to assign collector both customer account and Bill-to level through IEX: Territory Assignment program (running twice with account and Bill-to) for same customers even though the option IEX: Territory Access Level set "Bill-to" for all levels?
