Suppleir Payment Delivery Attributes - What is Service Level

We are currently applying the latest RUP to 12.1.3 and find a new field Service Level for supplier setup in Payment Details, Payment Delivery Attributes.  Can someone explain the purpose?  And how this works with payments?
