OID Process starts but ldapbind fails

Facing a weird issue wherein though the opmnctl process starts the OID process, but when we do a netstat -apn | grep 3060 we don't see any LISTEN for Port 3060 as well as a simple telnet to localhost:3060 fails.

After around 10 mins this works fine. OID 11.1.1.7

Happens for only one environment, others work fine. Has anyone faced this issue.

I have checked -

1) opmn.xml is valid

2) No errors in oidldapd, oidmon, oidctl logs

3) states directory has data

Already checked on Support, didn't find anything relevant. This is a 3-node cluster OID environment.
