Workcenter 'Personalize Content' link missing

I am configuring a workcenter and can see the 'Personalize Content / Layout' option in Demo. But in a Dev environment, I can't get the link to appear in the workcenter. I have configured the dashboard as the start page for the workcenter and am assigned the 'PeopleSoft User' role which is tied to the PTPT1000 permission list. I can see the 'Personalize Content Layout' in the home page but not in the workcenter page.  Any ideas?
