Journal Line field is not getting populated by Journal Generator on HR_ACCTG_LINE

We just noticed, during an upgrade to 9.2, that all the rows in the HR_ACCTG_LINE record that have been journal-generated to the GL have the Journal ID and Journal Date fields populated but the Journal Line field is not being updated.  This is causing problems for the reporting solution vendor.

This goes back to 2008, when HCM 8.9 and FIN 9.0 were originally implemented.  There are a little over 18M rows of data in HR_ACCTG_LINE with Journal IDs, Journal Dates, and  on all of these, the Journal Line = 0.  No other Journal Line numbers exist.

The Journal Line field is getting updated on all the other accounting line tables, for AM, AP, BI, etc.  Does anyone know if there is a reason or a configuration that is causing the HR lines to not get updated?
