8.53.17 and higher client compatibility

Hi - We are planning to upgrade PeopleTools from v 8.53.14 to v 8.53.22,  and I've just found via testing that clients above 8.53.17 are not compatible with anything below that client level.   When we've previously done upgrades we haven't been so concerned about getting our developers to the correct release level at the exact time we update our servers & dbs,  but this is throwing a wrench into our standard plan.

Oracle's doc 1958693.1 says that the clients are incompatible both against higher or lower versions and that you must be on the exact same client release as your db in order to use App Desginer, Data Mover, etc.    I'm finding that the higher level client (22) CAN connect to the lower-level (14) environments.    Does anyone have this type of
