How to insert data to wf_notifications & wf_notification_attributes?

Hi ...

Workflow Background Process status is running almost  2 hrs , So restart Workflow, Affect the processing of transaction data interruption.

Please tell me how to insert data to wf_notifications & wf_notification_attributes?
