Confusion about PT 8.54 and old PS_HOME versus new PT 8.54 ps_home

We a planning a tools only upgrade from FSCM 9.0 PT 8.49 to PT 8.54.  We were originally planning to go up on PT 8.53 but it got pushed back until it made sense to go up on PT 854.  It appears with PT 8.54 that Change Assistant takes care of copying files needed from the old PS_HOME into the new PT 8.54 ps_home and after the upgrade the old PS_HOME is no longer needed.  I am not sure this is really taking place in our case.  Crystal Report files in the old PS_HOME are not being copied over.  I
