SQR output in Chinese

Hi,

I have two users in China and when one runs the report, the output is in Chinese and when the other runs the same report, the output is in English.  When I check the Command Line parameters for the SQR, I can see one has -LG ENG and the other has -LG ZHS.  So, I know whey the out put is different.  What I can't find is the setting that is causing the difference for the two users.

Can anyone offer any suggestions?
