Is there a way to build vouchers in an Incomplete status?

We are upgrading to PeopleSoft FSCM 9.2 and implementing a scanning solution that will create a file to be imported and staged for voucher build. Our AP department wants these vouchers to build with an Incomplete Voucher status of "Incomplete", so they will be available on the Regular Entry screen to be worked.

I looked at the voucher upload spreadsheet and don't see a field for Incomplete Voucher status. Is there a way to have vouchers build in 9.2 with an Incomplete Voucher of "Incomplete", instead of going to pre-edit error or recycle?
