Where to get the Oracle Client software for Windows 7 (64-Bit)

I looked up at many places (support, community, and OTN), however, I am not sure where to get the Oracle client for Windows 7 (64-bit OS) software from.

I downloaded the below software which looks like the database engine.

win64_11gR2_database_1of2.zip

win64_11gR2_database_2of2.zip

Can you please help?
