When clicking the add button on a Commitment Control budget journal, why would user receive message

Isolated to a specific user where he attempts to add a new budget journal and receives the message "You must enter a Ledger Group before viewing the Lines Page. (18021,809) You must enter a Ledger Group before viewing the Lines Page", similar to on a normal entry when the ledger group is left blank on budget header page and you try to move to the lines page. Is there a setting or preference I could check on his oprid to see why he's not defaulting the budget header page?
