Oracle 9.2.0.6 RMAN-03009: failure of allocate command on Windows 2003

Yeah, yeah, I know. All unsupported platforms, but such is the life of a DBA and an application that doesn't support change.

I have two 9.2.0.6 databases running on the same Oracle Home on the same Windows 2003 server. After two or three weeks, "database1" starts returning RMAN-03009 when a backup attempt is made. Alert log for "database1" is clean. Server event log is clean. I am able to duplicate the error on "database1" as follows:

RMAN> connect target /

RMAN> connect catalog rman/***@***

connected to recovery catalog database
