Budget Transfer Journal Entry... limited to current budget year only?

We have a Budget rule definition created to be applied to users who have been granted the ability to enter budget transfer journals.  This definition has only the one security event TRANSFER assigned to it.  This has been working well for all users assigned to the definition, but have run in to a problem since the start of our new budget year (7/1/15 to 6/30/16).  When a user attempts to enter a budget transfer with a journal date of 6/30/15 and a budget period of 2015, they get a warning "Budget Period can only be for the current fiscal year
