HCM 9.2 Tools 8.54.07 error searching job postings in Self Service>Recruiting>Careers

An existing user who has not had issues before gets error below in Self Service> Recruiting> Careers: Others can view job postings with no problem. 

Service Exception: Fault Code = SOAP-ENV:Server :
Fault String = EQG17073: Your security filter is not ready. Please try again
later. oracle.search.query.internal.SearchException at
