Popup Windows in Peoplesoft

Hi,

Please suggest me ideas on how to use the pop up windows in peoplesoft.The following steps are done,but i was not able to see the pop up window.

1)I have enabled the mouseover feature  at the installation level

2)Enabled at the user level.

3)Created a page of pop up type which contains a single display only long edit box.

4)Added a  display only field on the main page and populated the pop page name in the Use Tab of the field.

But i was getting the dotted line under the field on the main page,but the pop up page was not showing.
