We just upgraded Campus Solutions to PeopleTools 8.54.05 and are having issues with COBOL's not star

We just upgraded Campus Solutions to PeopleTools 8.54.05 and are having issues with
COBOL's not starting that are in our larger Jobsets. It appears that when a
previous step completes, the database goes idle and the COBOL is just sitting
in a 'Initiated'. This only seems to be happening on larger jobsets as we
haven't noticed the issue with smaller process sets.  Anyone else having this issue?
