Buyer was able to approve PO against Approved CPA over Agreed Amount

In our Oracle EBS system of 12.1.3, we allow the requisition to automatically create a PO against a CPA and auto-approve if within the agreed amount and time limit.  If the requisition has amount that goes over the CPA agreed amount, it will still generate a PO and send a notification to the buyer.  Usually, the buyer then increases the CPA limit, has it approved then completes the PO approval.

In the situation I'm asking about, the buyer accidently approved the PO before increasing the CPA amount.  EBS will error if the CPA is in process for approval but for this situation, the CPA was in an approved status just PO was over agreed amount.  I seem to remember that the buyer has the ability to override the hold the system puts on the PO approval and allows the approval by the buyer if the CPA is in an approved status. This is actually necessary if the CPA isn't going to be updated by the PO needs to go out
