import a form pdf file into PeopleSoft

Hi,

I have to copy field's value  from  form pdf file into table database, this file is coming periodically from a government agency.

Can anybody give me some hints or ideas how to do this import in PeopleSoft? 

I was thinking to use BI Publisher  because is dealing with PDF templates but  BI Publisher is used for reporting  as far as I know

One challenge which I can see in this task is parsing the pdf file

Please let me know your thoughts
