Is tools version 8.52 a limitation for 3rd party integration ebill 9.1

Trying to figure out if 8.52 toolset is a limitation to integrate with 3rd party Credit Card processors for eBill Payment. We don't like to store CC information in PeopleSoft, if anybody can share related documents or framework particulars will be helpful.
