Tools 8.53.09 HCM 9.20.00.100 Userid cannot invoke Service Operation but should be able to given rol

We have an oprid that has the role 'Standard Non-Page Permissions' assigned.  That role, in turn, has a permission list HCSPSERVICE assigned.  We also have Service Operation WORKFORCE_SYNC activated; this service operation gives full access to permission list HCSPSERVICE.  Given that, I would expect that the oprid in question would have full access to the Service Operation WORKFORCE_SYNC.

When this oprid completes actions that try to invoke the Service Operation WORKFORCE_SYNC,  we get these errors in Integration Broker:

PublicationContractManager::ProcessError/RetryResponse:()'User <oprid> not authorized to invoke Service Operation WORKFORCE_SYNC(158,536)'
