AP: OFAC Process and Financial Sanctions Exceptions link not enabled in Paycycle manager

Hello All,

We are testing the delivered OFAC Compliance process and using the attached document setup documentation.

The process is working very well. The Financials Sanctions is enabled at the Installation options. We import the SDN XML file, run the Financial Sanctions import, build the search index...etc. Except that the the link for Financial Sanctions Exceptions at the Paycycle manager page is not enabled. The Financial Sanctions list edit is "On" at the preferences page for each paycycle. We tried to turn off and on the SDN Validation at the vendor set controls, without success to enable the link.
