DB Policy not configured in mixed mode

I configure the OPSS according to the documentation

the following line /u02/Middleware/oracle_common/common/bin/wlst.sh /u02/Middleware/Oracle_IDM1/common/tools/configureSecurityStore.py -d /u02/Middleware/user_projects/domains/oam11g_domain –c IAM –p admin –m create

and then

/u02/Middleware/oracle_common/common/bin/wlst.sh /u02/Middleware/Oracle_IDM1/common/tools/configureSecurityStore.py -d /u02/Middleware/user_projects/domains/oam11g_domain -m validate

when I start the weblogic I get
