Turn on Hosted Credit Card functionality in eBill Payment 9.2

Can somebody guide me to how to turn on Hosted Credit Card functionality in eBill Payment 9.2. In a system that uses a hosted credit card implementation, the Contact Customers - Credit Card Profiles page appears. I need to know how can this be setup. Appreciate all the help.
