AP Unit Open but GL Unit on Line is not

Because there is not a way to CLOSE units from posting at all, we set our disposed of units to year 1950 for all modules.

If we create AP Vouchers where the AP Unit is say US001 and the Calendar is open 7-2015 to 12-2015 then the lines of distribution have a variety of GL UNITS.  We are able to insert rows where the GL UNIT has an open calendar of year 1950.  The journals post in AP, then once in GL the Journals fail.

We have set access to business units but even removing a BU from there does not remove the unit from being available to be charged on a US001 unit.
