12c OIM OID Without Weblogic?

I am trying to setup OID for tnsnames resolution without a weblogic domain/fusion mw admin server but I am having a hard time finding documentation related to this. 

the notes say it is possible, but for obvious reasons (it's free) they don't explain how to do it.

so far i have a fmw home installed, but when i try and run the OIM install and point the mw home to /u01/app/oracle/Middleware, the install says "no application exists. do you want to proceed?".  is there something i need to do in fmw to create an instance first?  i also havent run the rcu utility to create the ODS schema, i was hoping the install will do this for me.
