Applying HRMS image

We are working on to perform PT 8.53.14/8.54.08 upgrade and 9.2 image 4/12 update.

In PUM virtual image, When I have created change package, I have selected to create package using "updates by criteria" and filtered using product family(selected all), installed products ( selected all component which are installed in production).

It listed total "Bug Numbers Selected" as 1852 ( All relevant to installed products) and "Bugs in This Package" as 2448 (it included non installed products along with installed".

Now when I applied change package , even though target database identified to apply fixes for installed products. It applied non installed products fixes as well ( the update count is close to 2448).
