Understanding PeopleTools upgrade complexity

Due to integration broker issues related to non-repudiation in PT8.51, we were informed that an upgrade to PT8.54 is required.  However, due to time and budget constraints, an upgrade to PT8.54 may not be feasible (especially if hardware/software procurement is required).  PT8.52 or PT8.53 may be more feasible.  What documents are available that would describe the complexity and hardware/software requirements necessary to apply PT8.52, PT8.53, or PT8.54?
