Promise to pay is done for the full amount of delinquency but the strategies are not going on Hold

We have strategies set at the account level, and we have entered the full promise to pay equivalent to the delinquency amount, Hence We are expecting the strategy to go on HOLD>

But post running the scoring program and its related request set, we see the strategies are still getting assigned to customer account?

Any reasons why it should do behave like this??
