HCM 9.2 Change Assistant and installing cobols and stored statements

So first off I have been a developer since version 6 something and know where the stored statements come from and how to manually install them.  Unfortunately at the place I am at since going to the PUM it seems we always run into a problem with stored statements and cobols not being in sync and failing after a PUM update.  For instance this last time I just helped the PS Admin load the correct stored statements because we were getting no where with resolving the issue after many hours of them trying.  So not having access to the PUM
