What is the function of the Location List Rebuild Indicator in RMS?

The user builds a new location list, assigns a store, and a location trait in the criteria dialog box and sets the batch rebuild indicator to Yes.

Expected Result:  During the nightly batch the location list is rebuilt and the batch rebuild indicator will remain set to Yes. 

Actual Result:  During the nightly batch the location list is not rebuilt, and the batch rebuild indicator is changed to No.

Question:  Is the actual result functioning as designed?
