Error in booting up Application services in windows CMgrCntrlImp::CreateCacheDir error locking cache

We are on PT 8.54.08 with HRMS 9.2 Image 12.

While bouncing application servers the services failed to boot up and in App server logs (APPSRV_XX.log) , I see following message. What is solution for this?
