Running a DBTSFIX Report - Error SQR 5543 Oracle DLL name in SQR.INI file

I'm performing a TOOLS only upgrade from 8.50.12 to 8.54.13, during the "Running a DBTSFIX Report" I get an SQR 5543 error on all DBTSFIXREL85#un steps.    5543 error message is "Specify the Oracle DLL name in the SQR.INI file in the [Environment:Oracle] section for ORACLE_DLL entry such as ORACLE_DLL=orant71.dll"

If I hit "OK" ... four times (one for each REL) ... it moves on.  In looking at the log file the status on the 4 steps are listed as "Completed".

However, I find no RELxxxDBTSFIX.SQL files in the output location to edit ... next step.

I'm very new to upgrading.   Steps to this point have gone OK in the CA.
