need help to run a BI report through PeopleCode on Job page for all new hires

We recently upgraded from HCM 9.1/PT8.50 to HCM 9.2/PT 8.53. We also want to start using some of the BI reporting functionality.
We have a new BI report that uses EMPLID as the query prompt and then generates a welcome letter for the associate.
Instead of having the admin run this for each new hire, I would like to set it up so that when a new hire is entered into the Job data page, using the EMPLID for the new hire as the query prompt. I would like peoplecode in the background to kick off the BI report.
I have tried everything I can and tried every example that I could find and cannot seem to figure out how to make this work. I was going to try to add peoplecode into the action field change whenever action is HIR.
