Password change-enable not reset

in Acme Packet (MOSC) Question

I'm trying to reset passwords on a 4250.  I got the user password reset.  The enable password of "packet" doesn't work.  I looked and made sure the the password mode was NOT set to secure mode.

My next idea is to delete the config..thinking something is setting it there.   I assume this would be a flag in the boot loader.

Any other ideas?
