File Upload Problems Post Tools 8.54 upgrade

We are experiencing intermittent file upload problems after we upgrade from Tool 8.53 to 8.54.10

 

When we use the delivered functionality of file upload process we get errors as per attachment error code.  (Urgent Workaround or Solution required.)

 

We did search for a solution on Oracle support and found that this is a know problem and it was going to be addressed in the Tools patch .14 as we are on .10 and urgently need to resolve this issue as it impact all areas of the application especially new Applicants that can not complete the admissions process due to file upload failure(s).
