Override collector assignment done by Territory Management

We have collections set up at customer level. Collectors are assigned to collectors using territory management. We have an additional requirement to reassign a collections assignment with or without an end date which will override the existing assignment done by the IEX: Territory Assignment program. The overridden customer assignment must appear in the UWQ of the new collector.
