WORKFORCE_FULLSYNC not populating data after applying bundles

We are on HCM 9.1 and applied bundles 9-16 as a group.  Afterwards, both WORKFORCE_SYNC and WORKFORCE_FULLSYNC stopped working.  We are using VERSION_1 for both.  We figured out the incremental sync issue and opened a ticket with Oracle because the fix required a change to vanilla PeopleCode.  But I'm having trouble finding the problem with the FULLSYNC and was wondering if anyone else hit anything?  All other messages are working fine, both pub and sub.

I completed the "Full Data Publish Rules" setup, including the record mapping page as the records in the VERSION_1 message no longer match the actual record name.  I submit the "Full Data Publish" process to run the
