Set or Create Alerts via an automated process in FCM

Hi

Just wanted to know if there is an automated process to create alerts in FCM. I need to set alert for multiple users to receive an alert once the status for schedule is set as "Start" to all the users. Alos, incae if an admin would like to set up multiple informative email alerts.. can we do  in FCM. In user guide i could only find a manual way.
