SIP REFER not working

Hello.

I am trying to get SIP REFER transfers working for the first time.

My call flow is as follows:

PSTN--->carrier SIP service-->ingress to enterprise network via SIP trunking-->NN4500-->Cisco UCCE environment,  "REFER node" on a UCCE script--->back to NN4500

I have enabled the "refer-call-transfer"  setting on the realm configuration.    I see the REFER sip: message in the NN4500 sipmsg log,  but according to the documentation, I should then see a new INVITE being processed, with the "refer-to" information.

I never see a new INITE being processed by this NN4500.   The next message I see in sipmsg.log is "SIP/2.0 500 Internal Server Error".
