Peopletools 8.51 to 8.54 upgrade. Missing main menu after upgrade

I recently completed a move to production, on a production database, and the main menu was missing at the top of the page.  The upgrade was from version 8.51 to 8.54.12.  Any suggestions on what could have caused this?
