Can the lag time be changed when using the PeopleCode API Schedule?

We are noticing that when a process is scheduled through the process scheduler via peoplecode using Schedule, it has a start time of approximately 7 minutes from the date added.  We would like to be able to have the process use the time it was scheduled.  Can this be changed?  And, if so, where? Thanks
