Why does Change Assistant load differently between regions?

In DEMO the jobset got loaded differently than whenin DEV.  The jobset in DEMO got loaded correctly but not in DEV.  I moved all the remaining bundles and tax updates needed to complete my mainteance and put them in one directry.  I pointied CA to it and thought it would load the bundles and tax updates in the correct order, but it did not.  Is there any setting I can use to fix this?  We are on 8.53.22
