Unpost journal locked after budget checking error with bypass budget checking checked

Tried to unpost a journal that had the bypass budget check box checked.  Received a budget checking error and now the journal is locked.  There should not have been a budget checking error since the bypass budget check box was checked on the original journal.  Has anyone else encountered this problem.  I saw postings regarding journal lock after budget checking error, but nothing on the fact that the unpost is trying to budget check a journal that has the bypass checked.  We are on PeopleSoft version 9.2.
